IJOER employs a double-blind peer review system where both authors and reviewers remain anonymous. The average time from submission to first decision is 2-3 weeks, with a goal of completing the full review within 4-6 weeks.

IJOER is committed to maintaining the highest standards of peer review integrity. Our double-blind review process ensures that:
Author Anonymity
Author names, affiliations, and identifying information are removed before review.

Reviewer identities remain confidential throughout and after the review process.
View reviewer guidelines →Quality Commitment: Each manuscript is reviewed by at least two independent experts in the relevant engineering field. Additional reviewers may be consulted when necessary.

Author submits manuscript through online submission portal or via email. All identifying information must be removed from the manuscript file for double-blind review.

- Plagiarism check (must be <20% similarity) – Plagiarism policy
- Formatting compliance with author guidelines
- Ethical compliance – Publication ethics
Outcome: Desk reject (within 48 hours) or send for peer review.
Manuscript is assigned to 2-3 independent expert reviewers from our reviewer board. Reviewers evaluate based on criteria in Section 4 below.
Reviewers are given 2-3 weeks to complete their assessment.
Become a Reviewer →The handling editor synthesizes reviewer comments and makes an initial decision (see Section 5 for decision types). Author is notified via email and can track status online.
If revisions are requested, authors must:
- Address all reviewer comments point-by-point
- Submit revised manuscript within specified timeframe (typically 2-4 weeks)
- Provide a detailed response letter
Revised manuscripts may be sent back to original reviewers for re-evaluation.

Does the manuscript present new and significant findings? Does it advance the field of engineering?
Methodological Quality
Is the research design appropriate? Are methods clearly described and reproducible?
Technical Relevance
Is the work relevant to engineering theory or practice? Does it address a significant problem?
Clarity & Presentation
Is the manuscript well-organized, clearly written, and free of grammatical errors?
Ethical Compliance
Does the manuscript adhere to publication ethics and conflict of interest standards?
References & Citations
Are references current, relevant, and properly formatted in IEEE style?
5. Editorial Decisions

Reviewer Responsibilities
- Maintain confidentiality of manuscripts

- Provide constructive, unbiased feedback
- Complete review within assigned timeframe (2-3 weeks)
- Not use unpublished information for personal gain
- Suggest alternative reviewers if unable to review

8. Ethical Considerations for Peer Review
Strict Prohibitions
- No plagiarism: Reviewers must not copy or use manuscript content without permission – Plagiarism policy
- No conflict of interest: Must decline review if personal/professional conflicts exist – Conflict policy
- No unauthorized sharing: Manuscripts cannot be shared with others without editor permission
- No AI-generated reviews: Reviews must be written personally by the reviewer – AI policy
9. Appeals & Complaints
Appeal Process
Authors may appeal an editorial decision if they believe a significant error was made. Appeals must:
- Be submitted within 14 days of decision notification
- Provide a detailed, point-by-point rebuttal of reviewer/editor comments
- Include new evidence or arguments (not previously considered)
Appeals are reviewed by the Editor-in-Chief, whose decision is final.
