Peer Review Process

Peer Review Process at IJOER - Double-blind review workflow for engineering journal submissions
At a Glance: Our Review Process

IJOER employs a double-blind peer review system where both authors and reviewers remain anonymous. The average time from submission to first decision is 2-3 weeks, with a goal of completing the full review within 4-6 weeks.

1. Process Overview

IJOER is committed to maintaining the highest standards of peer review integrity. Our double-blind review process ensures that:

Author Anonymity

Author names, affiliations, and identifying information are removed before review.

Reviewer Anonymity

Reviewer identities remain confidential throughout and after the review process.

Quality Commitment: Each manuscript is reviewed by at least two independent experts in the relevant engineering field. Additional reviewers may be consulted when necessary.

2. Types of Peer Review

Review Type Description IJOER Status
Double-Blind Review Both authors and reviewers are anonymous to each other. Eliminates bias based on author identity or affiliation. ✓ Primary Method
Single-Blind Review Reviewers know author identities, but authors don't know reviewers. Not Used
Open Review Both parties know each other's identities. Review reports may be published. Not Used
Triple-Blind Review Reviewers and editors are also anonymous to each other. Not Used

The editorial team checks for:

Outcome: Desk reject (within 48 hours) or send for peer review.

Manuscript is assigned to 2-3 independent expert reviewers from our reviewer board. Reviewers evaluate based on criteria in Section 4 below.

Reviewers are given 2-3 weeks to complete their assessment.

The handling editor synthesizes reviewer comments and makes an initial decision (see Section 5 for decision types). Author is notified via email and can track status online.

If revisions are requested, authors must:

  • Address all reviewer comments point-by-point
  • Submit revised manuscript within specified timeframe (typically 2-4 weeks)
  • Provide a detailed response letter

Revised manuscripts may be sent back to original reviewers for re-evaluation.

4. Review Criteria

1
Originality & Novelty

Does the manuscript present new and significant findings? Does it advance the field of engineering?

2
Methodological Quality

Is the research design appropriate? Are methods clearly described and reproducible?

3
Technical Relevance

Is the work relevant to engineering theory or practice? Does it address a significant problem?

4
Clarity & Presentation

Is the manuscript well-organized, clearly written, and free of grammatical errors?

5
Ethical Compliance

Does the manuscript adhere to publication ethics and conflict of interest standards?

6
References & Citations

Are references current, relevant, and properly formatted in IEEE style?

5. Editorial Decisions

Decision Type Description Next Steps
Accept Manuscript meets all quality standards and requires no further revisions. Sent to production for copyright transfer and publication.
Minor Revisions Minor corrections needed (formatting, grammar, small clarifications). Author has 1-2 weeks to submit revised manuscript.
Major Revisions Significant changes required (methodology clarification, additional experiments, rewriting sections). Author has 2-4 weeks to revise; manuscript will be re-reviewed.
Reject Manuscript does not meet quality standards, is out of scope, or has fatal flaws. Author may submit to another journal; withdrawal policy applies.
Reject & Resubmit Manuscript has potential but requires major restructuring; treated as new submission. Author may resubmit after significant revisions.
Acceptance Rate: IJOER maintains an acceptance rate of approximately 25-30% for submitted manuscripts after peer review.

7. Reviewer Guidelines

Reviewer Responsibilities
  • Maintain confidentiality of manuscripts
  • Declare any conflicts of interest
  • Provide constructive, unbiased feedback
  • Complete review within assigned timeframe (2-3 weeks)
  • Not use unpublished information for personal gain
  • Suggest alternative reviewers if unable to review
Reviewer Benefits

8. Ethical Considerations for Peer Review

Strict Prohibitions
  • No plagiarism: Reviewers must not copy or use manuscript content without permission – Plagiarism policy
  • No conflict of interest: Must decline review if personal/professional conflicts exist – Conflict policy
  • No unauthorized sharing: Manuscripts cannot be shared with others without editor permission
  • No AI-generated reviews: Reviews must be written personally by the reviewer – AI policy

9. Appeals & Complaints

Appeal Process

Authors may appeal an editorial decision if they believe a significant error was made. Appeals must:

  • Be submitted within 14 days of decision notification
  • Provide a detailed, point-by-point rebuttal of reviewer/editor comments
  • Include new evidence or arguments (not previously considered)

Appeals are reviewed by the Editor-in-Chief, whose decision is final.

10. Frequently Asked Questions

The average time from submission to first decision is 2-3 weeks. Complete review (including revisions) typically takes 4-6 weeks. We prioritize efficient processing while maintaining rigorous standards.

Yes, authors may suggest up to 3 potential reviewers during submission. However, the editor is not obligated to use them. Suggested reviewers must not have conflicts of interest with the authors.

You may provide a point-by-point rebuttal in your response letter. The editor will consider your arguments. If you strongly disagree with the decision, you may file an appeal.

Yes. Authors must remove all identifying information from manuscripts before submission. Reviewers are also anonymous to authors. This eliminates bias based on author identity, affiliation, or reputation.

Yes, authors can track their manuscript status anytime using our online tracking system. You will also receive email notifications at each stage of the review process.
